The community of Hammanskraal have recently been in the news regarding the behavior of some of the community members who ignored the protocols of the Covid 19 before and after the lockdown.
It has been reported that one of the community members who posted a video showing partygoers at one of the popular get together places at the Temba roundabout know as the Temba Square was arrested. The individual later apologised for his actions in a video that he posted on social media and announced that he has self quarantined.
During interviews in Temba to find out how the community is coping with the lockdown, Mr Sihle Sukuma of Temba said, “The lockdown will affect the economy badly”.
Mr Kgomotso Kay Kay added that he is afraid the lockdown might lead to people looting malls because of desperation. “I do not think our people will last for 21 days under the circumstances.
Another community member who did not want to be named said her mother sells food at schools, “This lockdown is going to affect us financially, I don’t know how are we going to survive this long without our daily income.
The Minister for Cooperative Governance and Traditional Affairs, Dr Nkosazana Zuma, said the national disaster announced by the President and which her department gazetted, deal with the release of resources, including human resources, stores, equipment, ships, aircraft platforms, vehicles and facilities and ensure the delivery of essential services, as may be required, to prevent, limit, contain, combat and manage the spread of the virus.
All registered or licensed on-consumption liquor premises which can accommodate, including taverns, restaurants and clubs, must be closed with immediate effect, or must be limited to accommodate no more than 50 persons. to this effect, the Minister of Police has issued guidelines prohibiting any sale of alcoholic beverages completely.
Emergency procurement for institutions is subject to the Public Finance Management Act, 1999 (Act No. 1 of 1999), and the applicable emergency provisions in the regulations or instructions made under section 76 of that Act; and-the Municipal Finance Management Act, 2003 (Act No. 56 of 2003), and the applicable emergency provisions in the regulations made under that Act, must be applied.
The Minister of Health may issue directions to address, prevent and combat the spread of the COVID-19 virus in any area of the Republic of South Africa.
A person is guilty of an offence if that person fails to comply with these Regulations. A person convicted of an offence mentioned in sub-regulation (1) is liable on conviction to a fine or to imprisonment not exceeding six months or to both a fine and such imprisonment.
