City of Tshwane Issues 453 Title Deeds in New Eersterus, Second Phase of Rollout Underway

The City of Tshwane Metropolitan Municipality is set to hand over more than 400 title deeds to qualifying residents in New Eersterus, marking a significant step in providing long-awaited property ownership to the community.

The handover, led by MMC for Human Settlements Aaron Maluleka, forms part of the City’s ongoing #TitleDeedFridays programme, aimed at ensuring that residents receive legal ownership of their homes.

A total of 453 title deeds have been issued, including 124 allocated to pensioners, many of whom have waited decades to secure ownership. Some beneficiaries are over 90 years old.

Earlier this week, Executive Mayor Nasiphi Moya and Deputy Executive Mayor Eugene Modise were on site to prioritise elderly residents and people living with disabilities during the initial handovers.

The City said the programme represents the second phase of title deed distribution in the area, following a previous handover in December 2025.

Officials acknowledged that progress had been delayed in the past due to technical and regulatory challenges, including beneficiary verification and compliance with the Spatial Planning and Land Use Management Act.

These issues have now been resolved, allowing for the proper registration and transfer of ownership.

Speaking ahead of the handover, Mr Maluleka emphasised the importance of the initiative, stating that homeownership restores dignity and provides long-term security for families.

Residents who are unable to attend the official ceremony have been encouraged to visit local human settlements offices to complete the process.

The City says it remains committed to ensuring that all qualifying residents receive title deeds as part of its broader efforts to promote secure and inclusive human settlements.
